Abstract

Midwifery professionals in the era of globalization face complex challenges in building international collaborative networks that demand not only technical skills but also culturally grounded professional ethics. Indonesian midwives increasingly participate in international forums, yet no comprehensive framework exists for integrating Islamic religious values with global professional ethics standards. This systematic literature review aims to analyze the concept of professional conduct ethics in international midwifery networking from an Islamic religious education perspective, and to develop an Integrated Professional Ethics model. Using PRISMA 2020 protocol, 47 studies were selected from 312 records across five databases (PubMed/MEDLINE, ScienceDirect, Google Scholar, DOAJ, CINAHL) after double screening with 91% inter-rater agreement (Cohen's Kappa = 0.87). Four major themes emerged: (1) professional ethics foundations in international standards, showing that the ICM Code of Ethics provides a universal framework that accommodates cultural diversity; (2) integration of Islamic religious values in professional practice, demonstrating that Islamic principles of rahmah, amanah, and hikmah complement rather than contradict global ethics standards; (3) challenges and strategies in international professional networking, identifying communication competence and moral resilience as key success factors; and (4) the global-local ethics integration model, proposing a three-tier Integrated Professional Ethics framework comprising universal principles, cultural values, and spiritual foundations. Findings consistently demonstrate that Islamic religious values serve as a strength, not a barrier, in international professional collaboration. The article recommends integrating this framework into Indonesian midwifery education curricula and professional competency standards for international collaboration.
